How Timor-Leste Goverment Failed Hera Port?

In 2010 to 2012 decided to spend $7,100.000 to build temporary port for the Timor-Leste's navy component FFDTL in Hera- Metinaro. The Hera Port project was awarded to an Australian Company named Lifese. But the result of the project was not satisfactory. Until today the Hera Port in not properly use by Timor-Leste's Navy component after the construction by Lifese Company. Total of the project after final payment, close to $ 11,000.000 including fined  $1,500.000 paid by the government of Timor-Leste. Recently Government of Timor-Leste decided to spent more money to rehabilitation of Hera Port. The rehabilitation project has been awarded to an Indonesian Company that has close connection with PM Xanana's family business, BTK. Owner of BTK, Frans Holiwono closely link himself with Nilton Gusmão and Joaquim Gusmão and always get big project including millions of project for houses build for each aldeias in Timor-Leste.

3,931,960,000,000 Rupiah: Biggest contract so far given to an Indonesian company registered in Hong Kong



On 15-09-2010 the Goverment of Timor-Leste awarded a contract worth $406,171,322 (around  3,931,960,000,000 rupiah) to Indonesian Company PURI AKRAYA Engineering LTD, with the business address of Plaza Bapindo, Citibank Tower, Jl. Jend. Sudirman, Jakarta, Indonesia. The contract was described as being for Engineering, Procurement and Construction of 119.5 MW Hera Power Plant & 136.6 MW Betano Power plant. The original contract amount $330,420,600. Amendment for addition of 150kV high voltage outdoor with Amt $406,171,322. (Contract No. RDTL 10004115). 

This contract is the biggest contract given so far by the government of Timor Leste to an Indonesian company registered in Hong Kong  on 8 August 2010. (http://www.laohamutuk.org/Oil/Power/redesign/PuriAkrayaHKRegistryAug2010.pdf). 

Interestingly this large contract was granted to a company that had only existed for less than one month.

How PM Xanana made an Indonesian man, Frans Holiwono of Carya Timor Leste PTY.LTD rich in just one year.

Frans Holiwono, owner of a company called Carya Timor Leste PTY.Lda, is probably the richest man ever made by Timor-Leste's Prime Minister, Xanana Gusmao.

In just one year, 2011,  Carya Timor Leste  PTY Lda was awarded infrastructure contracts worth more than one hundred million dollars. Frans Holiwono is believed to be one of the businessmen closest to the Prime Minister and his family. In 2012, Frans Holiwono reported became one of the biggest financial contributors to the CNRT election campaign. He has established himself as one of the most influential businessmen in Timor-Leste.
